Update Golden Beginnings Rescue was able to find a foster family to take him in. After further assessment he seems to be injured and they will make sure he gets the proper vet care and other resources he needs. If you are interested in adopting please reach out to their agency. If anyone knows or hears from owner I am happy to put them in direct contact with foster. Thanks everyone!
