John Oakes It's short for Trap, Neuter and Release. Lots of people (like me) & rescues work the feral cat colonies. They will trap them and get them spayed/neutered and vaccines and return them to their colonies. The tipped ear is the 'sign'. Most stay in their colonies and sometimes become friendly. Hopefully, this cat is a member of a colony that is being fed and looked after.
