Look under bushes within 6 blocks. Probably hiding next to buildings where water doesn't accumulate.

There’s a Louie that looks exactly like him (3 years old) at emerald city kitty rescue. I’m sure it can’t be him, because they said they brought him from another state. Just so odd of a coincidence
