Sarah Gorman, if he's in fact Chico, it doesn't really make sense that his owner dumped him and reported him lost to County, that same day. Very possible that someone other than the dog's owner had dumped him. Chico's lost report: https://phshelter.com/DetailsMain/MRCP/A4738068
