Large tan dog, not sure of breed

My husband saw this sweet dog at the gas station when he was at the red light and was unable to stop and help her/him. She tried to go up to a person pumping gas but the person ignored her. We're hoping she belongs to someone and just got out but she looks thin like she's been on the street a while. Praying someone can get her or even foster her until owners or new family can be found.
