I’m looking at it’s wraparound handle. I wonder if it’s for someone that needs a support dog or is a special needs and ran away and left the owner laying somewhere if someone’s fine and knows this dog we can find out who owns it. It could be that owner needs help also.

Please someone take this poor baby in and give him or her food and water and shelter...if you cannot keep it get it to a shelter....do not let the poor baby stay out in the heat. Have a heart people!
