Small, senior black and white male dog, possibly a rat terrier mix

We found this little guy wandering around the Conover and Village Drive intersection last night (July 4). He appeared to be disoriented and in distress from the heat. He perked up with food, water and air-conditioning. He’s definitely a senior and seems to be mostly, if not completely, deaf, and he is sweet and trusting. He appears to be a normal weight, but based on his bowel movement last night, he, at least recently, was eating trash to survive.
