This looks like "Riley". About 4 years old, Neutered mix breed Collie/pot dog. May of had a green/blue flat collar on. If he is super quiet, no barking and loves other dogs it could be him.

Hey Everyone I took him to the humane society and unfortunately he is not chipped. Not sure what to do next as no one has reached out. I went back to the area he was found and asked around and no one recognized him Didn't want to leave him at the humane society so he is still with me .
