Two dogs, mixed breed. One female, one male. The female is under weight and looks like she’s had pups recently

The female was in the middle of the freeway and the male was on the side. I got them off and up over the hill and they are exhausted and panting. Was able to give water. Called animal services but it’s after hours so they wont come and police won’t either.
