Bless you for helping him! His owner could absolutely still be looking for him. I recently reunited a large dog that had been loose an entire month and he had gotten very skinny but was clearly house trained with nails that were not excessively long. It was obvious that he was a family pet to us but he had wandered 3.5 hours from home. I would really suggest adding some more photos of him to make it easier for others to identify possible matches. I found the owner in NC, not even in SC! Just because an animal is in bad shape does not automatically mean it has been neglected or doesn't have a heartbroken family looking for him.
