Sighting only-I am not able to secure because the dog runs away when I get close. The poor dog is skinny, dirty and matted. I have been leaving bowls of food and water everyday. It must have an owner because it has a collar. This is not the lost dog Creed - Creed's owner came over and confirmed this.
