God bless you for caring and please call the dog control officer just to let them know you are holding this lost pup and do not give the information regarding whether it's a boy or a girl spayed or neutered, I'll make sure that you give them your phone number and let the person that calls give the description and they should have photos for proof of ownership. You will know if the dog responds positively if you have the correct people. A lot of liars out there will pretend it's their pup and use it for bait and dog fighting rings. Be very careful and aware
