Lorraine Turco even though they did not register the chip the shelter will have all the new owners info ....You need to take to the shelter that is where the new owner will looking for him

Adopted from pound, but didn't finish registering the little guys chip. The finder dosent wantvto take back to pound, trying to find owner. Please share.
