Regardless of situation.. if the owner has trouble caring for the dog then the dog should not be in thier care is all. It's not judging it's helping this voiceless and helpless baby stay in good health and welfare.

I have given him a bath and a haircut, will be taking him to the vet if I can’t find the owner in the next week. Definitely trying to not judge anyone’s situation and if I do find the owner going to offer to help or keep the dog if he is too much work for them. If I can’t find the owner I am happy to keep him with my other dogs as he is getting along nicely with them! I have another doodle so I understand how much labor is required to keep them groomed.
