Two dogs, both female and seem to be very bonded. Black and tan chihuahua and black and white papillon

Found: two female bonded dogs. The black and tan chihuahua got into our fenced-in back yard and could not get back out. The black and white one was pacing outside of the fence and we were able to finally coax her over to us with treats and the other dog. Very sweet but timid dogs. No collars and went to the vet this morning and neither are micro-chipped.
