Definitely a missing pet try to lure it in to a garage and call animal control to get it scan it for a microchip to locate the owner. It looks like lynx point Balinese as well. Please ask for proof of ownership if someone claim him and pos this on Nextdoor and Lost & Found Pets Hampton Roads, VA
