Not sure how this system works with all the changes lately, but maybe you could call Animal Control directly to be sure they get this information, and maybe they can do a welfare check on dog's living situation. Perhaps the owners are older and not on social media? Seems like they would have filed a missing dog report by now, but maybe they cannot manage an older dog who wanders.

Dog lives 4-6 houses away north from 7-11 on the opposite side of the street. I've see him many many times in that area of the street. He barks alot. Ben Vega
