Lots of great advice on here. If he is an older dog, check down any hillsides where he could have fallen and possibly can’t get back up. Look near any creeks, water sources. He will be looking for water. Has she looked into asking a drone service for help?

Could he have wandered or fallen into an open drain somewhere close by? Just thinking how a small dog could have vanished. Please check these areas, as well as over all steep hillsides and embankments around where last seen.

If there are small creeks or streams near by, woods etc,,most likely the dog is looking for water and somewhere to be cool

She has done all of the things. Flyers. Called shelters. Police station. Walked round all day looking and calling.

Call the police and report it incase someone has called them saying they found a dog. Ask them who your local animal control is and who your local animal shelters are. I would call them and also check them in person too
