Amy, you're absolutely right, you don't know what you don't know, but many, many concerned responders are rightfully commenting about the severity of the collar being worn by such a small dog. Whether this photo was taken last week or last year is really irrelevant; the issue is the fact that the collar is completely inappropriate for such a small dog. I sincerely hope that this dog didn't escape from its owner wearing this barbaric contraption- if so, it very well could become a death trap for poor little Barbara. 😞
