Black and white kitty (senior cat?)

A couple weeks ago, this kitty past by our hse a few times. Yesterday, it began meowing at our door and sits outside our windows and doors (follows to whatever room we are in) and has been meowing non-stop. It won't let us approach but does try to come inside. It has a clipped ear and flecks of white fur on the black body fur. He does look to have an overgrown front left claw.
