I wouldn’t rule it out based on that alone. Someone could’ve slid a random collar on trying to catch her & failed. The vet having no clue who this dog is makes it much more likely the collar doesn’t usually belong to this pup.

I don't think this is dandy, there being a number for a vet clinic on the dog tag definitely seems like it's probably someone else's baby :(
