Greyish-black small shaggy dog

I saw this dog in the busy road while driving and got out to find its . It was curious of me but when i tried to get close, it runs. I didn’t see a collar on it. The neighbors on the street don’t recall knowing the dog. I hope he finds his and doesn’t get hurt on that road!
