Looks like part Ragdoll if not all Ragdoll. No they are not outdoor cats. They are very docile and could not defend themselves. Please someone try to capture and get it indoors so it's safe. If you cannot locate owners and cannot keep it yourself, please look up local " No Rescues" so this beautiful cat will have a second chance for a home.

Ragdolls are not outside cats! They are a gentle , docile breed. Please rescue immediately! They can't defend themselves.
