Post on Pawboost.com. FREE. Just close out when you come to the “Pay page.” Your “FOUND” post will still go up. Pawboost offers that you can print Flyers to post around your area. Keep checking your posts to see that they have not been removed. You also can handprint some ”FOUND” flyers around your area. Unchipped not fixed. That's fair game. Take him to clinic ... I feed near this area. Lots cats. People should not let their unfixed cats out. ...sorry if this was me I'd reach out to rescues.

Could be someone's indoor outdoor cat. Who do you trap for? He obviously has an owner if he has a collar on. You may not agree with that but a lot of people have indoor outdoor cats. There could be a medical reason why he's not fixed if you indeed can verify 100% that he's not neutered
