I was in animal control and I have seen the whole spectrum. Thin does not always mean abused and that’s what people fail to realize.

Eden Clark thank you for saying this. I work in rescue and believe me when I say they would not be looking for this dog if they were abusing it. Thyroid issue, cancer etc can cause pups to loose weight. The concern would be only if he is not under a vet care but I will assume he is.
