Note from finder: Owners located but they decided to release him to a new owner which I interviewed. I had him neutered this past Monday and he received a rabies shot at that time. The new owner will get all other shots at Animal Friends at an appointment made in a week and a half from now.

Is there anyway to get a clearer picture.. I have been missing an all black male. He is neutered though but doesnt look like it. He does have a little green tattoo on his belly from when they did it.
