Oh no!! That is horrible! That is illegal! Check the shelter and post on Nextdoor. Foood the area with fliers. Cats are territorial so put out his litter box ASAP. If he is nearby he will be hiding . Look with a flashlight even during the day under bushes, decks, porches and cars! Put out his food and water during the day but pick up at night. Set a humane trap if you think he is hiding nearby an too afraid to come back! This is so cruel! Please get the landlord to tell you where your cat is!!
