i’m sure they have owners that pug definitely looks a little chubby so they’re well fed the golden could be a little bit older!! there’s any chance you can get them by a vet to be scanned. I know that’s not easy but if they have a fully registered chip, you’ll have the owners in no time. And also post on Nextdoor in Ring a lot of dogs are Reunited on those pages more than anything anymore
