Black medium size dog white paws and neck and has a unique fur (maybe healed scar) on back near tail

Dog was there when I got to the park I couldn’t take her with me ran into another lady as I was leaving and giving her (the dog) water the lady was bringing her a bowl of water and some food she said she believes someone left her yesterday hopefully not I am hoping this reaches the owner or someone to take her in (if she’s still there)
