UPDATE 3/15/24: The owner has been possibly found. I am 99.99% sure we know who the owner is but they are having a hard time providing documentation. Owner adopted them in 2017 and has provided photos but no “hard” evidence as some might say like vaccination records, receipts of any kind. The resident who is in possession of the dog is thinking of taking it to the shelter as she does not feel comfortable giving the dog to said possible owner due to the circumstances. Very tough situation as I am just the middle person in this situation and do not have the dog in my possession. Contact information has been given to the resident who is possession of the dog. As this situation is out of my hands, this will be my last update. I appreciate the shares and advice for everyone. Thank you.
