The vet should be able to help w the rabies tag on there. Keep trying to call the number/email to contact owner too. Is a shihtzu and looks recently groomed so maybe even groomers in area would know owner

Go to forest street off stockton street. Don't turn the dog in just go there in person to see if they can help you.I just rescue 2 dogs.I've got the tags from down there and they have the information.. But the first thing you need to do this old school waste still works.I promise you, I just did it twice.In the last 8 months and both dogs got home safely.Not everyone has social media , and we are not all on the same page. Grab 2 poster boards, fold them in half. Cut it, cut it again. You will have 8 squares use permanent marker, fill it out, put your phone number on it, put it in the exact area, your daughter found it in on the cross streets nearby and all up-and-down the main road right there immediately. It was last night, so this should be done this morning. Start looking for signs all in that area. That little dog couldn't have walked too far. This old school way works. I promise you the key is doing it quickly. No proof no dog, no.All owners will have some sort of proof pictures , paperwork and the paperwork from that recent rabi vaccination. Dog fighters watch these post every day. They're constantly getting these dogs off here for free.Because people will not do their due diligence and make them improve ownership.They will lie to you and try to trick you.They will use women and children to do their dirty work.The dog will be dead in 10 seconds.If it ends up in the wrong hands, ask for phone number and address and tell them you're going to match it to the license and call their phone is not personal.It's safety

Awe, did you try texting? Some people may not answer a call. Did the owner have an address on file with the chip? Maybe bring to a local vet? They may know something or bring to Jax humane and also put out found dog signs. Not everyone searches here.
