I submitted a Caltrans report and also called this number because I received a message that it was not Caltrans jurisdiction. I would call Caltrans (619) 688-6670 and 760-539-0012 to see if you can get details. The sweet pup I saw looked like a black frenchie, pug, body type. 😢
