Bless her sweet little heart!! I'll bet someone dumped her. There are no healthy skinny puppies so they did her a favor!! It would probably be best to call the Mesquite Shelter and ask if they would take in a gorgeous puppy? If not, I wouldn't leave her there but it may be your only option. She looks like she's part heeler and very, very sweet. You could post her info. and pic. on nextdoor.com. Also, you could take her to any vet to get a free scan for a microchip.
