This cat was shy at first but is extremely affectionate now. I’ve been feeding him/ her for about weeks. He/ she is relatively longer and tallish compared to other cats I’ve seen and fairly skinny. He/she has been sleeping on my neighbors chair under a water repellant tarp.

Are you able to take this kitty inside? He is lost or abandoned and can't survive on the streets. Any vet (or PAWS clinic) can check for a microchip ID (no appt needed, free to check). If he is homeless and you can't keep, apply to Philly PAWS to surrender him (catintake@phillypaws . org). Can take a couple weeks to get appt. But he needs to be indoors first.
