Post on the Pawboost website and Nextdoor. Can you safely catch the dog and check for a micro-chip? File a found pet report with the Humane Society and animal controls. For the dogs safety, require verifiable proof of ownership.

The dog is hanging there because there is a food source. ( Assuming quite some time means days.) Is condition declining or could it be a neighbors dog visiting?
