Do you know how he got out. Go out as much as you can at night and early am as that is when he will try to get back inside. Crack open a window to listen for meows. Lock your other cat in a room and open garage door and the door leading into the house and he might walk back in on his own, so this at dusk. Let local police know. Post on Next Door

Try Going out late at night ie midnight and again early am ie 5 or 6 am with their smelly food and treats. Shake treat bag and call out their name. Take a flashlight and check under porches and bushes. Also if you can leave a basement window and garage door open so they can get in. Do for multiple days if needed. Good luck.
