I agree about the collar. Is there any way that you can get a live trap? You have to check on it very often though. Looks like she needs some TLC and some good food and a warm place to sleep. If you have a extra room in your house that would be great. You could keep her in there and let her calm down and feed her and so forth. She looks like a cute kitty.
