Message from Finder

He was found and brought to 105 precinct in Cambria Heights, Queens. A wonderful woman that works there has brought him home for tonight and hopefully we can help to find his family. He came in with a nice harness and a leash. He is not micro chipped and he is not neutered. He is a good boy. And he misses his family. . I am her friend and I am helping .

Joyce Lynn THIS IS THE LAW REGARDING A FOUND PET IN NYC. Under New York State and City laws, pets are classified as personal property, meaning you cannot legally "finders keepers" a lost animal. You are required by law to notify local authorities (police or animal control) and make reasonable efforts to find the owner before attempting to legally keep or rehome the pet. Key Legal RequirementsMandatory Reporting: You must report the found animal to the municipality. In NYC, you should report found pets to 311 and register the animal on the NYC Animal Care Centers (ACC) Database. Microchip Check: Anyone who takes in a found pet (including shelters, rescues, and Good Samaritans) is legally required to have the animal scanned for a microchip within 24 hours and attempt to contact the registered owner. Holding Period: Because the animal is property, keeping a dog or cat without notifying the police, the owner, or local authorities for more than 10 days is considered presumptive evidence of larceny (theft). 3-Month Rule: If the rightful owner cannot be located, found dogs are legally held as found property for 3 months, after which they may be legally claimed by the finder or officially rehomed.
