Leah Neuhauser if the puppy is 12 weeks old or older, that's when they age out, not as marketable to the puppy mills. It's more lucrative to impregnate a female, producing more puppies that would be available for sale in eight weeks. Eight week puppies, self fast. 12 week old puppies are left overs. I've been picking up dogs for rescues for several years now. I pick up puppies frequently once they hit about 12 weeks old. They don't wanna have to feed them, and pay to give them vaccinations. At least it wasn't drowned Black Horse veterinary Hospital on 30 does a lot of rescue work. You could ask them for help.

Marianne Goddard Ruffini this is a puppy, no signs of pregnancy. I’ve worked with rescues before out here in Amish country, it’s really horrible stuff.

Could be old breeding stock that got dumped on the side of the road. Instead of calling a Rescue, they just dumped them on the side of the road when they're done breeding them for years in a cage

Hope the owner is found With all the heavy rain recently, easy to get dirty as well as burrs. I have had my dogs at the barn and they have gotten into burrs. Could be Amish or English
