Arlene Hammond I was going to say the same thing. Poor baby looks completely covered in mats, eye infection, probably covered in fleas. Yikes. Glad someone found her and can get the help she was not getting before.

Also, for any unregistered microchips save the number so the team of researchers can find the owner. Notify 311 or 211 press # or your local county animal services of your find.
