Looks like a chihuahua mix/miniature pinscher. Dark brown/black with light brown coloring

First spotted 8/23. I believe he was a male, not fully certain as my picture was blurry. No collar, ran away when approached even when I kept my distance. I made a report. I looked all around that night, Sunday night after work, and Monday night. Someone spotted him again yesterday morning at 6am around the same area.

This was taken Aug 23 around 6pm. Others have seen him out in the mornings (Aug 24 & 26) in the same area. Near the railroad tracks/playground/neighborhood in downtown Gilbert
