Lilly Woo that is 💯 NOT a racing pigeon. It’s a fancy pigeon and with fairs setting up all over right now it’s more likely that it got away from its owner while being transferred. These types of pigeons are often not great flyers and can tire fairly easily. It should have a band on one of its legs that may be able to help you identify the owner. Puget Sound Pigeon Club would be an excellent resource.

these are racing pigeons and their owners usually don't want them back if they don't make it back, because that means that they're weak. See if RASKC will take it - they partner with pigeon sanctuaries.
