She should go back and look in her other neighborhood that she moved from. The cat may go back there, she can ask neighbors to look at their ring cameras and see if anyone can spot her

I wish people would always keep cats in carriers when travelling. Loose in the car with an open window is beyond unsafe. If the owner is from the area, she should post on Nextdoor. If not, maybe get someone who lives in the area to post for her since posts are linked to one's local address.
