Guessing 35-45lbs, all black, probably some pit bull

Calling him Frank the Tank. He comes to me easily when I call. Very Sweet BOY, no aggression at all. Been leaving out food & water for him & giving him some petting everyday. I have called Animal Services but they have not come (or not found him yet). He is pretty homed to 807 N 12th Ave Pasco, WA. He has been there everyday for 7-10 days.
