He might be trapped somewhere, ask neighbors to check all their building, maybe some might have camera footage. Check Storm drains. Someone might have taken him in thinking he was abandoned, also do a walk thru at the shelter, don't take their word for it, walk thru yourself. Hopefully he is chipped. Also rent a trap, cover it with stuff with his and your scent on it, put sardines in oil inside and put it close to the house where he might have gotten under or near some hedges so he won't bescared to go in it.
