Go to every shelter in person and ask to look through.Go several times. Put flyers out everywhere and give one to the mailman the vet's office. Get people to search wooded areas and near water sources. During the day and at night, take a flashlight and look for eyes at night. Put flyers on car windshields at grocery stores nearby in parking lots.
