Betty, I believe that possibly the finder has not checked online. Maybe an older person that may not have internet. Many times finders will pick up, and take to other shelters, or not realize that they need to notify closest shelter/city. The power of social media is always helpdul. But also so is hanging signs, flyers, amd sharing outside of city.
