Illegal. Dog needs to be turned in to local police or local shelter. They will hold for seven days and during that time if you apply because you want the dog, then you will get if you are approved.

Please notify local police and local shelters. Those are where owners will call and go looking for their dog. Those can also scan for a chip. Please do not give to anyone to hold, and if anyone tries to claim, please do that at the police station or shelter for safety. Police and shelters can check out the ownership papers that must be presented.
