I found this dog roaming our complex. He seems very anxious. He was groomed so it's not a stray. No collar.

Can you put up a found dog poster? Not everyone is on social media. Maybe if you put him on a leash and walk him around he will take you home or his owners might be out looking for him. Post on nextdoor and every lost and found and missing group in your area, city and county. Any vet can scan for a chip.
