The ruffled feathers could mean this bird is cold or sick. If you have no way to warm it up, I suggest contacting a bird rescue group.

I have seen one this color, probably last fall. We are at Coit and Parker. Had some tree trimmers in back yard and looked up to see it on fence watching all the activity. Flew off before I could get picture.
